Speakers list

Members must arrange to have their names added to the speakers list, which is arranged proportionally, before speaking on a item of business in either House.  

Speakers list

Members should contact their administrator to place their name on the speakers list for an item of business. Parties and groups generally compile a suggested list of speakers on a particular item of business, to which the Chair can refer.

The lists for each business item are arranged proportionally, according to party representation.  A party with greater numbers will generally get more speaking slots than a party with fewer numbers.

Speaking in the Chamber

Members must be in the Chamber at the time the item is taken in order to be called upon. Members who miss their speaking slot may not be called upon again until the next available slot for their party or group arises.

Members may check their position on the list with the Chamber business team.

The Chair will generally have regard to the list in front of him or her but is not obliged to follow it.

While speaking, a clock will be visible in the Chamber counting down the time Members have left to speak. They should aim to finish their contribution within the allowed timeframe as their contribution may be stopped by the Chair once the time has elapsed.

Speaking time

As there is no provision in Standing Orders for sharing speaking time, any sharing of time must be sought by consensus agreement. The House may not divide on any proposed sharing agreement. In the absence of agreement, time cannot be shared.
