Sexual health is a priority for the Department of Health; the National Sexual Health Strategy 2015-2020 (NSHS) was developed as a core policy under the Healthy Ireland Framework and is a priority under the Healthy Ireland Strategic Action Plan 2021-2025. Implementation of the Strategy is led by the HSE Sexual Health and Crisis Pregnancy Programme (SHCPP). It was extended until the end of 2022 as a result of the Covid-19 pandemic.

An independent Review of the Strategy, by Crowe Ireland, was published in March 2023. The Review identified 56 Priority Actions, of which 49 were assessed as having been successfully progressed. It also sets out 32 indicative recommendations to build on achievements, and to optimise development of a new Strategy.

The following priorities have been identified for the new National Sexual Health Strategy:

• Supporting sexual health across the lifecourse

• Implementing a Model of Care for sexual health services, with a key focus on prevention; diagnosis, treatment, information and surveillance for STIs, including HIV;

• Building capacity and meeting demand for HIV prevention and treatment, including PrEP and PEP;

• Expanding capacity and further developing the home STI testing service and STI testing and treatment more widely, bearing in mind the increase in STI transmission rates, internationally;

• Improving Sexual health information, education and supports, including awareness of consent;

• Further developing and expanding the Free Contraception Scheme for women and the National Condom Distribution Service, to support better access to contraception and STI prevention, also recognising the key role of hormonal contraception in treating adverse period symptoms;

• Supporting sexual health related research;

• Working in partnership across Government, supporting other relevant policy areas, including women’s, men’s and LGBTI+ health, DSGBV prevention, recognising the needs of marginalised groups, using a socially inclusive approach and focusing on the sexual health-related elements of these areas of work;

• Supporting our international commitments concerning sexual health.

Following the advice of experts on the Drafting Committee, the new Strategy has now undergone an additional round of stakeholder consultation and feedback, which is now complete. It is envisaged that it will be brought to the Ministers and then to Government for approval prior to publication during September 2024.

Ensuring the welfare and safety of residents is secured is of the utmost importance, and work to alleviate the concerns of residents, their families and staff continues to be a priority during this difficult time.

The HSE was notified on Thursday 16th May 2024 by the Health Information and Quality Authority (HIQA), that HIQA had cancelled the registration of Lucan Lodge Nursing Home with the agreement of the Directors of Passage Healthcare International (Ireland) Limited, who was the registered provider of Lucan Lodge Nursing Home. Since 10am on Friday 17th May, the HSE, in accordance with its statutory requirement under Section 64 of the Health Act 2007, is required to take charge of the nursing home and carry on its business as if it were still registered, pending alternative arrangements. The HSE are very conscious of the speed of this change and the urgency with which the HSE was required to take charge and acknowledge that this is a concern for residents, families and staff.

The main priority for the HSE at this time is to ensure that care being provided by the existing care team at Lucan Lodge continues, and that the HSE support the ongoing needs of the residents.

As part of its ongoing assessment, the HSE is currently assessing the nursing home and is engaging with all relevant parties to explore all options.

The HSE has commenced engaging with residents, their nominated contacts and staff.

The continuity of care to residents supported by the existing care team at Lucan Lodge remains our highest priority.

The National Cancer Strategy 2017-2026 recognises cancer support centres as a valuable resource, providing access to support to cancer patients and their families outside of the acute care setting. The HSE's National Cancer Control Programme (NCCP) works closely with a network of Community Cancer Support Centres, particularly in regard to the psycho-oncology model of care and the implementation of survivorship programmes for those living with and beyond cancer.

Community cancer support centres are voluntary and charity organisations delivering services directly to cancer patients and their families that emphasise the importance of quality of life during and after cancer treatment. These services can be availed of free of charge and in local communities. The NCCP Revised Best Practice Guidance for community cancer support centres was published in March 2022. The Alliance of Community Cancer Support Centres was also established in 2022. The Alliance is a HSE initiative which aims to develop a collaborative framework for community-based cancer support centres and services. This programme promotes participation in capacity-building activities and communication and networking forums aimed at ensuring that community-based cancer support services are integrated.

The NCCP operates an activity-based funding model for organisations who have joined the NCCP Alliance of Community Cancer Support Centres & Services. In 2024, I allocated €3m on a once-off basis to the Alliance of Community Cancer Support Centres.

My department has invested heavily in the National Cancer Strategy and associated initiatives in recent years, enabling the further development of our national cancer services, and leading to improved outcomes for cancer patients.

Funding for current expenditure, including cancer services, is allocated on an annual (single-year) basis through the Estimates process with future levels of funding considered as part of the national estimates and budgetary process.

Third Level Fees

A pilot part time fee grant scheme will be introduced effective from September 2024 for eligible part-time students attending specified undergraduate courses leading to a major award. This is an important new initiative which will open the doors of higher education to many groups who cannot participate in full time programmes. The parameters of the scheme are currently being finalised and I will announce the details in due course.
