274. Deputy Eoin Ó Broin asked the Minister for Housing, Local Government and Heritage the reason staged payments via SHIP and SALF are possible for local authorities and approved housing bodies (AHBs) to make staged payments for social housing delivery, while such staged payments are not available to local authorities and AHBs/cooperatives under the affordable housing fund for the delivery of affordable purchase homes. The Affordable Housing Fund is available to assist local authorities with the development costs associated with the provision of affordable homes. 

In the case of affordable purchase homes, grant subsidies ranging from €50,000 to €100,000 per affordable home are available to assist local authorities to bring forward suitable schemes whereby homes may be offered to eligible persons at an affordable price which must be at least 15% below the market price of the property concerned. 95% of the subsidy is met by the Exchequer with the remaining 5% coming from a local authority contribution.

Grant payments are made to local authorities in line with Circular 13/2014, Management of and Accountability for Grants from Exchequer Funds, as issued by the Department of Public Expenditure, NDP Plan Delivery and Reform. In line with the Circular, the default arrangement is that grants are paid on a vouched expenditure basis.
