I am aware of the issues facing Northside Community Enterprises, and of the funding that they require to support the re-opening of the Before 5 Family Centre in Churchfield, Co. Cork.

The Before 5 Family Centre is in an area of undersupply and of high need, so the ambition of Northside Community Enterprises to reopen this Centre, with an extended offer of full time, full year places for children under three as well as places for school-going children, is very welcome.

Having recently met with Northside Community Enterprises representatives in Cork, I confirmed that the capital funding I announced for the early learning and childcare sector earlier this year under the National Development Plan will only fund the expansion of existing services and does not apply to the scenario that Northside Community Enterprises finds itself in with Before 5 Family Centre.

However, I did confirm that I am working within my Department to look at what solutions can be found to support Northside Community Enterprises with reopening this vital service for the Churchfield community.

Additionally, both Pobal and the local Childcare Committee are engaging with, and offering support to, Northside Community Enterprises in this regard.

I am very happy to keep the Deputy updated on this matter.

Deputy Martin Browne asked the Minister for Children, Equality, Disability, Integration and Youth if an audit has been carried out regarding the accessibility to persons with disabilities of buildings to which members of the public generally have access and which are occupied, managed or controlled by a public body; if so, the details of such a survey; if not, if a new survey of such buildings is anticipated; the actions that are under way to ensure access for persons with disabilities to such buildings meets the requirements as set down in the code of practice authored by the National Disability Authority in respect of the requirement to do so under the Disability Act 2005; and the details of similar actions that may be taken in relation access to services provided by a public body. Under the Disability Act 2005 it is the responsibility of each public body to comply with the accessibility requirements set out within. A complaints process in the Act allows persons to make accessibility related complaints to the public body in question. Responsibility for the State's property portfolio falls, in the main, to the remit of the Office of Public Works, under the aegis of the Department of Public Expenditure, NDP Delivery and Reform, and specific queries relating to the accessibility of these buildings and their compliance with the Code of Practice or the Disability Act 2005 should be directed to that department.

The National Disability Authority is an aegis body of my Department, and has published guidelines on best practice for carrying out an accessibility audit as well as a Code of Practice on Accessibility of Public Services and Information Provided by State Bodies. The NDA was requested to create this Code of Practice by the then Minister of Justice and Equality under Section 30 of the Disability Act to guide public bodies to meet requirements under Sections 26, 27, and 28. By complying with the Code of Practice, public bodies are considered to be in compliance with these sections of the Disability Act, which are intended to ensure that services and information provided by public bodies are accessible to all members of the public, including people with disabilities.

Government is committed to meeting these accessibility standards and ensuring that disabled people have access to public services on an equal basis with others. My Department is leading across government at present for the development of the next National Disability Strategy, following a robust public consultation. The purpose of the Strategy is to provide a framework for coordinated action across government on disability and for the implementation of the United Nations Convention on the Rights of Persons with Disabilities, which sets out specific obligations to accessibility under Article 19. In this context, and as part of an overall framework to ensure disabled people are empowered to live full lives of their own choosing, accessibility is a key consideration as we work to develop actions under the Strategy.

In July 2023, my Department announced the publication of an independent report, "Realising the promise of national equality policy”. The study examined and evaluated the effectiveness of the process for implementation of three quality strategies: the Migrant Integration Strategy, the National Strategy for Women and Girls, and the National Traveller and Roma Inclusion Strategy.

The reason for completing an evaluation process that spanned three equality strategies was to place the focus on implementation and identify potential good practices that can be transferred to future strategies. The evaluation recognised the importance of a whole-of-government approach for maximising the impact and coherence of public policy. Other recommendations in the report focused on collaboration with stakeholders, adopting appropriate structures for steering, developing focused and dynamic strategies, addressing capacity issues, creating indicators of progress and promoting effective use of monitoring information, and planning and paying ongoing attention to implementation.

The Programme for Government is committed to developing a successor to the Migrant Integration Strategy, which concluded in 2021. Work is currently in progress to develop a new national strategy that will build on the momentum of its predecessor. The strategy will address ongoing and emerging needs in supporting and promoting migrant integration in Ireland. The evaluation report recommendations will inform the development of the successor Migrant Integration Strategy.

International Protection

My Department is currently providing accommodation to approximately 43,000 Beneficiaries of Temporary Protection (BOTPs) fleeing the war in Ukraine and almost 31,400 International Protection (IP) applicants from a variety of countries.

The accommodation to which the Deputy refers was contracted to provide accommodation to BOTPs. There are currently 80 vacant contracted beds at this property. The International Protection Procurement Service (IPPS) intends to use these vacancies in this accommodation to accommodate IP applicants. My Department does not plan to increase the current contracted capacity for this location.

The Department continues to work intensively to source beds for IPs. More than 6,000 have been brought on since the beginning of the year. This is a nationwide urgent situation and centres have been opened in all parts of the country. Since January 2022, the Department has brought over 230 properties into use to accommodate those who arrive in Ireland seeking international protection.

My Department’s Community Engagement Team liaises directly with elected representatives, relevant Local Authorities, Local Development Companies, and other entities and individuals.

The provision of accommodation, health, education, income and other supports, as appropriate, to both those arriving from Ukraine and International Protection applicants is an ongoing focus of the work of all of Government. The ongoing whole-of-government response involves a range of Departments and agencies, as well as local government. Additional resources and new processes and structures to integrate expertise and efforts are in place. These are being deployed to address the issues arising in what is an extremely challenging situation.
