Under Section 56 of the Road Traffic Act 1961, motor insurance is required to drive a mechanically propelled vehicle in a public place. However, the provision of insurance cover to individuals is a commercial matter for insurance companies. An insurance policy is a private contract between the insurer and the client, based on the risks assessed by the company. Therefore, I am not in a position to comment on the matter.
