Question:

102. Deputy Albert Dolan asked the Minister for Transport further to Parliamentary Question No. 2148 of 4 November 2025 to the Minister for Further and Higher Education, Research, Innovation and Science in which he confirmed that, although not required by statute, his Department voluntarily publishes its annual consultancy spending online in the interest of transparency and accessibility, if his Department operates a similar practice; if not, whether consideration will be given to adopting this approach as a transparency measure consistent with the Code of Practice for the Governance of State Bodies and wider open-government principles; and if he will make a statement on the matter. My Department complies with requirements in public tendering to ensure good governance.

My Department publishes details of all Purchase Orders for goods/services (including consultancy services) in excess of €20,000 on its website each quarter which is available at this link: www.gov.ie/en/department-of-transport/organisation-information/departmental-purchase-orders-greater-than-20000/#2025.

Public procurement practices in my Department are subject to audit and scrutiny by both the Department's Internal Audit Unit and by the C&AG under the Comptroller and Auditor General (Amendment) Act 1993. My Department is also subject to the reporting requirements under Circular 40/02, Circular 5/23, Circular 9/24 and it also reports on procurement compliance in its Annual Appropriation Account.
