273. Deputy Michael Cahill asked the Minister for Further and Higher Education, Research, Innovation and Science the plans there are to reduce the number of quangos and strip out the amassed red tape and bureaucracy that exists, in order to allow the delivery of projects under his Department’s remit in a more timely, efficient and customer-friendly manner; and if he will make a statement on the matter. There are 7 state bodies under the aegis of my Department. The table below sets out the statutory and legal basis for each agency.

The aegis bodies under my Department’s remit are subject to a comprehensive set of statutory and corporate governance obligations. These include adhering to the State Code of Practice (and its supporting appendices), the Public Spending Code, and additional requirements from the Department of Public Expenditure, NDP Delivery and Reform (D/PENDR). Further, they must comply with all relevant statutory obligations, policies, and processes.

The Department has a Performance Delivery Agreement (PDA) and Oversight Agreement (OA) in place with its aegis bodies. These arrangements uphold robust accountability, effective stewardship of resources, and timely project delivery.
