Departmental Data

Questions (479)

Ken O'Flynn

Question:

479. Deputy Ken O'Flynn asked the Minister for Health the reason her Department holds no independent records on the adequacy of the HSE's financial reporting, audit controls or compliance systems for voluntary hospitals, given that voluntary hospitals receive more than €7 billion annually in State funding; and if she will confirm whether any Department-led assurance, verification or risk assessment has taken place in the past three years, including a list of all such exercises, the year conducted, and the findings. [68754/25]

Written answers

The governance of voluntary hospitals and HSE-funded providers, including the completion of governance reviews, financial audits and compliance assessments, is a matter for the HSE. These providers operate under Service Level Agreements (SLAs) with the HSE, which set out requirements for governance and compliance.

The Department of Health does not conduct these reviews of this nature directly. In line with the 2026 Letter of Determination, the Department sets policy, determines investment, and engages with the HSE on its Performance and Accountability Framework (PAF). This framework places responsibility on the HSE to ensure robust governance and compliance arrangements for funded providers.

This PQ has been referred to the HSE to respond with the requested details.

I propose to take Questions Nos. 480 and 481 together.

As the Deputy's question covers a number of areas, I have provided a response covering the work of a number of Departments, and have also asked the HSE to reply directly in respect of relevant work underway within the health service, including on data.

The Department of Children, Disability and Equality is committed to ensuring that workplaces consider the reality of employees’ lives and recognise the enormous impact that women go through that experience pregnancy loss. The need for more awareness within the workplace of the impact of pregnancy loss is acknowledged by Government as necessary to promote changes in the culture, policies and practices in workplaces in order to lead to improvements in physical and mental health and wellbeing and work-life balance.

DCDE Department officials are examining the findings of a qualitative research study to examine the workplace experiences of parents coping with pregnancy loss with an aim to informing potential supports. The study, ‘PLACES - Pregnancy Loss (under 24 weeks) in Workplaces: Informing Policymakers on Support Mechanisms’, examines whether policy interventions are required at a national level to support these bereaved parents in the workplace. The study focuses on people who experience pregnancy loss prior to 24 weeks’ gestation, as people who have a pregnancy loss after 24 weeks’ gestation can avail of full maternity leave and paternity leave entitlements.

The new National Strategy for Women and Girls will also inform this work. Officials in the Department are continuing to engage with officials in the Department of Enterprise, Tourism and Employment with regard to the issues raised in the Organisation of Working Time (Reproductive Health) Bill 2021.

The HSE, because of the multiple data systems in place, does not produce pay or staffing data in sufficiently granular detail to calculate the financial implications of individual posts that remain vacant at specific moments in time. The associated cost would exceed the benefit that could be derived from such an enhanced data capture exercise.
