I am advised by the Social Welfare Appeals Office that the person concerned submitted an appeal on the decision to refuse their Carers Allowance application. Having considered all the available evidence the Appeals Officer found that the evidence provided did not indicate that the person concerned was providing a total of at least 35 hours care to the care recipient each week at the time of the original application, as required by the governing legislation and the appeal was disallowed on 1st October 2025.
The person concerned then submitted a request for a review of this decision under section 317 of the Social Welfare consolidation act on the 19th of November 2025. The Appeals Officer, having considered that review and the new evidence provided did not find that the original decision was incorrect, and the review was subsequently disallowed on 5th December 2025. The Appeals Officer has provided detailed information in the review decision that outlines the full reasons for their decision which should further assist the person concerned in understanding the reasons for these decisions.
I trust this clarifies the matter for the Deputy.
