Under section 56 of the Road Traffic Act of 1961, a valid policy of motor insurance is required to drive any mechanically propelled vehicle in a public place in Ireland, irrespective of the origin of that vehicle.

Specific measures have been put in place to enable Ukrainian citizens in Ireland on a temporary basis to both renew their insurance policies online and get an International Insurance Green Card. This card is internationally recognised as proof of insurance compliance, and facilitates Garda roadside enforcement.

The drivers of vehicles registered in other EU member states, however, are not required to carry a Green Card when travelling in Ireland, as they are already covered by the EU Motor Insurance Directives. UK-registered vehicles are also exempt from this requirement.
