The National Competitiveness and Productivity Council (NCPC) has published a Competitiveness Bulletin examining the performance of Ireland’s public sector, informed by a new international benchmark– the Blavatnik Index of Public Administration.
This Index applies a newly-developed analytical framework drawing on 82 metrics across 17 data sources. As of 2024, the only year the Index has been produced for, Ireland ranks 24th out of 120 countries. The results highlight strong performance under HR Management (4th), Diversity and Inclusion (5th), and Tax Administration (3rd). The Index also suggested weaker outcomes under Digital Services (83rd), Procurement (77th), and Technology and Workplaces (108th) but as the NCPC's own analysis has shown, the rankings presented by this Index are limited by the use of outdated information and do not take cognisance of many recent Government of Ireland strategies and reforms.
