Deputy Ken O'Flynn asked the Minister for Enterprise, Tourism and Employment if his Department holds any analysis of the impact of complex interest rate hedging products on the viability of Irish SMEs during the financial crisis; and if any examination has been undertaken of contingent liabilities embedded in swap-linked lending by banks operating in the State. Under my Department’s current Joint Research Programme with the ESRI, we are finalising a study examining the supply and demand for credit facilities across the SME sector (including the role played by the interest rate environment). This work will be published early in 2026.

My Department does not have a role in or hold any analysis of the specific areas outlined by the Deputy.
