The Deputy has previously been advised that there is a Joint Planning Working Group which considers the need to raise concerns and or comments in relation to proposed developments likely to affect Defence Force operations. The observations provided in this instance were based on returns received from the Defence Forces within the established time frame. I am advised that subsequently the Naval Service submitted observations several weeks later outside of the agreed protocols. The late provision by the Naval Service of these observations within days of the deadline for submission of observations to the consenting authorities did not provide my predecessor sufficient time to consider same. As the Deputy will be aware the decision to grant consent with or without conditions is a matter for the planning authorities, in the final instance.
