334. Deputy Pa Daly asked the Minister for Transport if he is aware of concerns around the use of e-scooters; if he has plans to update regulations; and if he will make a statement on the matter. [72368/25]
View answerAs Minister of State for International & Road Transport, Logistics, Rail & Ports, I wish to advise that the Government introduced regulations in 2024 for the safe use of e-scooters in public places. These regulations cover a wide range of requirements, both usage and technical, including for speed, weight, capacity and power, as well as prohibitions on, among other things, carrying more than one person, the carriage of goods and use on footpaths. The full list of regulations can be found on the gov.ie website ([E-Scooters]). E-scooters may only be used on public roads if they comply with the legislation.
Although the Department of Transport is responsible for road safety legislation, the operation of the legislation, through enforcement, is, as for all road traffic law, under the remit of An Garda Síochána. Gardaí can stop e-scooter users and issue fixed charge notices for particular road traffic offences such as using an e-scooter without reasonable consideration, failing to stop at traffic lights or using an e-scooter on a pedestrianised street. If an e-scooter user commits such an offence, they may be issued with a fixed charge notice of €50. An Garda Síochána can also confiscate e-scooters that do not meet the technical requirements set out in legislation.
My officials meet regularly with An Garda Síochána to discuss matters related to road traffic legislation. As with any legislation, I consider feedback on its operation from An Garda Siochana and other stakeholders. On foot of such feedback, my officials intend to examine the issue of protective equipment for e-scooter users and to consider regulating for the mandatory use of helmets.
