198. Deputy Pa Daly asked the Minister for Enterprise, Tourism and Employment to provide an update on the two legacy actions due, as outlined in the Q1 2025 progress report (details supplied); to outline which actions they are; the reason for the delay; the state of the progress; and a timeline for completion, in tabular form; and if he will make a statement on the matter. I would like to acknowledge that the Deputy has previously asked this question regarding the status of the two legacy actions under the Climate Action Plan 2025 relating to the roadmap on the decarbonisation of commercial buildings (action BE/23/31(TF): to develop a detailed roadmap for the long-term decarbonisation of the commercial buildings sector; and action BE/24/18(TF) to commence the implementation of that roadmap).

The publication of the roadmap is still affected by ongoing work across Government on the transposition of the Energy Performance of Buildings Directive (EPBD). As noted previously, some provisions of the EPBD require further assessment, foremost of which include the implications for some SMEs.

The development of the decarbonisation of commercial buildings roadmap is well progressed, and the Commercial Built Environment Decarbonisation Working Group, which sits under the Heat and Built Environment Taskforce (HBET), has already begun implementation of some of the measures to be set out in the roadmap, including actions to support businesses further in their building retrofits.

The Government is already providing support for commercial building retrofitting through the SEAI’s Business Energy Upgrade Scheme (BEUS), which provides rapid approval grants of up to €450,000 per project for a range of common building upgrade measures including pumps, solar thermal, automatic controls, heat pumps, ventilation and wall. In 2025, 120 grants have been approved with an estimated value of €2.1 million. I would encourage all businesses looking to reduce energy costs to engage with this very accessible financial support.
