Local authorities are entirely independent corporate entities having full responsibility under law for the performance of their functions and the discharge of their governance and other responsibilities.

It is not appropriate that the Department of Children, Disability and Equality should have any co-ordinating or reporting role in relation to the range of matters that may come within the area of responsibility of another Department or State body.
