Question:

1237. Deputy Albert Dolan asked the Minister for Education and Youth the value of expenditure originally allocated in the Estimates to specific programmes or staffing measures that could not be spent as planned within the year for each of the past five years; and whether such underspends were surrendered, carried forward, or reallocated to other areas within the Vote. The information sought by the Deputy is included as part of my Department's Appropriation Accounts (see Notes 4 and 5) up to 2024, which have been audited by the Comptroller and Auditor General (C&AG) and are published at www.audit.gov.ie/en/publications/appropriation%20accounts/

The programme and subhead underspends for the previous 5 years up to 2024 year were returned to the Exchequer as part of the standard surplus to surrender procedures with no capital expenditure carry-overs arising.

The 2025 Appropriation Accounts will not be available until later in the year after the audit of the Accounts by the Comptroller and Auditor General (C&AG) is complete.
