Government is fully committed to delivering social and affordable housing at scale, and continuing to accelerate housing supply across all tenures. A comprehensive implementation strategy is in place to support the various social and affordable housing schemes now being delivered by a range of delivery partners.
My Department publishes comprehensive programme-level statistics on a quarterly basis on both social and affordable housing delivery activity by local authorities and delivery partners in each local authority area. Data for the years 2022 up to Q3 2025 is currently published on the statistics page of my Department’s website at the following link: [www.gov.ie/en/department-of-housing-local-government-and-heritage/collections/overall-social-and-affordable-housing-provision/]. Data on social housing delivery and performance against target is also published.
My Department also publishes the Social Housing Construction Status Report (CSR), which provides details of social housing developments and their location that have been completed, are under construction or are progressing through the various stages of the design and tender processes. Data is collated at project level rather than individual unit level. The most recent publication was for Quarter 3 2025. All CSRs are available at the following link: [www.gov.ie/en/collection/cb885-social-housing-construction-projects-status-reports/]
In terms of affordable housing delivery, almost 19,000 affordable housing solutions have been delivered since the launch of Housing for All, including 5,978 in 2025. Recently released affordable housing delivery data showed 2,061 affordable housing supports were delivered in Q3 of 2025, via Approved Housing Bodies, local authorities, the Land Development Agency (LDA), the Cost Rental Tenant-in-Situ scheme, the First Home Scheme, and through the Vacant Property Refurbishment Grant. This represents an increase of 11% on the 1,849 supports provided in Q3 of 2024.
In the first 9-months of 2025, a total of 5,978 affordable housing options have been delivered, representing approximately 93.5% of 2025’s affordable housing target of 6,400 supports.
Further housing data, including data on planning permissions, commencements and new dwelling completions is published by the Central Statistics Office (CSO) on a quarterly basis and is available on the CSO website at Housing Hub - Central Statistics Office.
My Department will continue to engage regularly with the delivery partners around social and affordable housing pipelines and delivery.
