521. Deputy Donna McGettigan asked the Minister for Transport the reason Dublin airport can allow passengers to carry 2 litres of liquid on flights while Shannon and other airports only allow 100 mls; whether he plans to increase the limits to 2 litres for all airports and if not the reason; and if he will make a statement on the matter. Aviation security is a matter that is highly regulated at international, European and national levels and all regulated entities, including airport operators, are required to comply with rigorous standards and are subject to national and international oversight. The Irish Aviation Authority (IAA) oversee industry compliance while the implementation of aviation security measures are a matter for the airport operators.

Rules on the carriage of liquids, aerosols and gels (LAGs) for the travelling public have been in place since 2006. These rules are commonly known as 3-1-1 and refer to items of no greater than 100ml capacity in a single 1 litre plastic bag, removed from cabin baggage for aviation security screening.

A newer generation of cabin baggage screening equipment has become available in recent years that allows passengers to bring larger volumes of liquids. All airports in the State now have the required screening hardware but also require updated approved software and approved interoperability with peripheral equipment. I understand this work is underway and IAA will consider the necessary approval requests. Airport authorities also need to make operational plans to update screener training and passenger advice. It is anticipated that all airports will increase the volume limits as soon as the appropriate approvals are operational plans are in place.
