143. Deputy Brian Brennan asked the Minister for Transport the plans in place to alleviate gridlock in rural towns, such as Arklow and Gorey, taking into account both local and national road networks; and if he will make a statement on the matter. [2850/26]

As Minister for Transport, I have responsibility for overall policy and exchequer funding in relation to the National Roads Programme. Under the Roads Acts 1993-2015 and in line with the National Development Plan (NDP), the operation and management of individual national roads is a matter for Transport Infrastructure Ireland (TII), in conjunction with the local authorities concerned. This is also subject to the Infrastructure Guidelines and the necessary statutory approvals. In this context, TII is best placed to advise you in relation to the M11 that bypasses the towns of Arklow and Gorey.

In relation to Regional Roads, it is important to stress that local authorities are the statutory road authorities responsible for the maintenance and improvement of regional and local roads, together with traffic management within their functional area.
