243. Deputy Barry Heneghan asked the Minister for Climate, Energy and the Environment when the public consultation on the national building renovation plan, required to be finalised by 26 December 2026 under Article 3 of the Energy Performance of Buildings Directive, will be launched; and if he will make a statement on the matter. Under Article 3 of the Energy Performance of Buildings Directive (EPBD), Ireland must publish a National Building Renovation Plan (NBRP) which will outline how Ireland will ensure the renovation of the national stock of residential and non-residential buildings, both public and private, into a highly energy-efficient and decarbonised building stock by 2050, with the objective of transforming existing buildings into zero-emission buildings.

While a public consultation on the NBRP has not yet been planned, my Department is continuing to progress this work inter-Departmentally and will undertake a public consultation prior to the submission of the NBRP by the 31 December 2026 in line with the EPBD.
