237. Deputy Ken O'Flynn asked the Minister for Foreign Affairs and Trade Ireland's position at EU level on the designation of the Islamic Revolutionary Guard Corps as a terrorist organisation, including whether Ireland has supported or intends to support such a designation within relevant EU Council discussions. The EU has imposed significant sanctions on Iran and continues to consider further measures. Existing EU sanctions on Iran come under three headings: human rights, support to Russia’s war on Ukraine, and the Iranian nuclear programme. All three are kept under constant review, with names of key individuals and entities added as appropriate. Additional listings are currently being considered, an approach which Ireland supports.

The question of designating the Islamic Revolutionary Guards Corps of Iran as a terrorist organisation has been considered at EU level in the context of the EU’s Common Foreign and Security Policy. Such a designation by the EU is a legal process which requires unanimity and must be based on a legal designation as a terrorist entity by a Member State. The IRGC is already subject to extensive EU sanctions under other regimes and the matter will continue to be discussed.
