265. Deputy Pa Daly asked the Minister for Climate, Energy and the Environment if he is aware of instances within the SEAI's retrofitting programme whereby works carried out caused damage to the property and/or did not function correctly; if he has met with the SEAI to discuss this issue; if he has considered updating the code of conduct for contractors; the processes through which this code is enforced; and if he will make a statement on the matter. The Sustainable Energy Authority of Ireland (SEAI) is responsible for the administration of a range of home energy upgrade schemes funded by my Department.

The SEAI administer their schemes in line with a code of practice, technical guidance documents and the SEAI Customer Charter. They also operate a quality assurance programme to monitor and maintain contractor standards.

The management of SEAI schemes is an operational matter for the SEAI as an agency under the aegis of my Department. It is suggested that the Deputy contact the SEAI directly in relation to this matter. The SEAI has established a specific email address for queries from Oireachtas members so that such queries can be addressed promptly and in line with the SEAI’s objective to deliver services to the highest standards.
