Deputy John Lahart asked the Minister for Transport to clarify which authority is responsible for the monitoring and enforcement of disabled persons’ blue badge parking bays located in privately operated shopping centre car parks; if any statutory enforcement powers apply in such private settings; and if he will make a statement on the matter. As Minister of State for International & Road Transport, Logistics, Rail & Ports, I wish to advise that the provision and physical location of disabled parking bays in private car parks, such as those attached to shopping centres and other commercial premises, is the responsibility of the car park's owner. These owners are entirely responsible for enforcing disabled spaces on their own property and for setting the requisite financial penalties.
