Under the Road Safety Authority Act 2006, the Road Safety Authority (RSA) has statutory responsibility for the National Driver Testing Service including all testing matters, and for the advancement of education specific to the safe use of roads. In that regard, the RSA transition year education programme 'Road Safety Matters' does not fall under the direct control of the Minister, or the Department of Transport.
I am, however, informed that the RSA is working on the development of a theory test portal for schools. This work supports a Department of Education-led action in the Phase 2 Action Plan of the Government's Road Safety Strategy, to explore the feasibility of providing transition year students with access to theory test educational materials. Following piloting of this portal and access to materials, it may in time be extended to all participants in the Road Safety Matters programme.
