As Minister of State for International & Road Transport, Logistics, Rail & Ports I wish to advise that Ireland, under the 1926 Paris and 1949 Geneva Conventions, is obliged to make international driving permits (IDPs) available for Irish residents for use abroad. IDPs are available to Irish residents who hold either a full Irish driving licence or a driving licence issued by an EU/EEA country.

AA Ireland issues IDPs on the State's behalf, under the Mechanically Propelled Vehicles (International Circulation) Order, 1992 (SI 84 of 1992).

At the request of AA Ireland, the issuing of IDPs will be transferred to the Road Safety Authority (RSA). AA Ireland and the RSA are currently engaging in this process and secondary legislation will be amended to give effect to the transfer.

The Department has not been made aware of any complaints in relation to the functioning of the current service.
