135. Deputy John Connolly asked the Minister for Foreign Affairs and Trade whether an Irish Citizen (details supplied) has received a visit from consular services; whether the Irish Government have expressed concern to the Russian authorities regarding their detainment; and if she will make a statement on the matter. While my Department does not have an automatic entitlement to provide consular assistance to the person, who holds dual Irish and Russian citizenship, referred to by the Deputy, I can confirm that officials in my Department are aware of this case and that, as with all consular cases, a dedicated consular officer has been assigned to the family of the Irish citizen who has been detained and they remain in contact. The consular officer has provided support and advice in accordance with the Department’s Consular Assistance Charter.

The relevant Irish mission has requested information from the local detention authorities to assist the mission in providing direct consular assistance to the citizen. The mission has also requested consular access to the individual. These efforts are ongoing.

I wish to assure the Deputy that officials in my Department will continue to provide all appropriate consular assistance to the citizen.
