Deputy Ken O'Flynn asked the Minister for Health to outline the policy or decision framework used by the Health Service Executive when considering prevention-based outcomes, including reductions in the future incidence of type 2 diabetes and cardiovascular disease, in medicines reimbursement decisions under the Health (Pricing and Supply of Medical Goods) Act 2013; and whether the Department has issued, or intends to issue, policy guidance on how long-term prevention savings are weighted in value-for-money assessments. Under the Health (Pricing and Supply of Medical Goods) Act 2013, the HSE has statutory responsibility for decisions on the pricing and reimbursement of medicines and medical devices including GLP-1 medications; therefore, the matter has been referred to the HSE for attention and direct reply to the Deputy.
