Deputy Ken O'Flynn asked the Minister for Housing, Local Government and Heritage the average acquisition cost per dwelling under the tenant-in-situ approach in 2023, 2024 and 2025; and how this compares to the average cost per dwelling under the Buy and Renew programme in the same period [13860/26]

I propose to take Questions Nos. 410 and 411 together.

The 2025 Social Housing Second Hand Acquisitions Programme supported a number of priority categories including:

• Exits from homeless services;

• People with a disability, older persons and care leavers requiring urgent housing responses;

• Tenancy Sustainment – Tenant in Situ (TiS); and

• Buy and Renew (B&R) acquisitions tackling vacancy.

Some €325 million was allocated initially in 2025 and local authorities had sole discretion vis-à-vis the scale of acquisitions progressed under any of the priority categories, having regard to the local circumstances and the availability of other suitable solutions.

None of this allocation was ring-fenced by my Department for one category or another. Accordingly, no reallocation of funding between tenancy sustainment and Buy and Renew streams could have occurred.

The average cost per dwelling acquired through the Second Hand Acquisition Programme over the period 2023 to 2025 for tenancy sustainment and Buy and Renew acquisitions is an estimated €295,000 and €254,000 respectively.

Details and allocations in respect of the 2026 Second Hand Social Housing Acquisitions Programme will be announced shortly.
