View answerThe redevelopment of the National Library of Ireland is being progressed under the National Cultural Institution (NCI) Investment Programme as set out in my Department’s NDP Sectoral Investment Plan. All of the projects under this programme are progressing in line with the Infrastructure Guidelines.
The redevelopment of the National Library of Ireland is a complex project which requires a combination of conservation and new build elements on a restricted city-centre site. In June 2024, a revised Preliminary Business Case (PBC) was approved which expanded the scope of the redevelopment at the Library. The development of this project is currently in the 'Pre-tender - Project Design, Planning and Procurement Strategy' phase of the Infrastructure Guidelines. In August 2025, a notification of decision to grant planning permission for the Main Reading Room at the Library was granted by Dublin City Council, subject to certain conditions. The next step in this project is the development of a Detailed Business Case before consideration can be given to going to tender for construction.
