The HSE Capital Plan is an annual document that sets out the planned Health infrastructure investment within a given year. Capital investment plays a critical role in enabling and enhancing health service provision.

The HSE Capital Plan 2026 outlines the planned investment in Health infrastructure throughout the country. The HSE Capital Plan reflects the priorities and ambition set out in the NDP Health Sectoral Plan.

The HSE Capital Plan 2026 was published on 24th February 2026, and provides detail on health infrastructure projects progressing in Offaly in 2026. The HSE Capital Plan is available on the HSE website https://about.hse.ie/publications/hse-capital-plan-2026/.

The annual capital programme is actively managed to achieve an optimal result in terms of both value for money and delivery of health services for the public. The progress of individual projects contained within the HSE Capital Plan are dependent on various factors, including market constraints.

Actual expenditure in the year may vary from initial allocation based upon a variety of factors, determined by market conditions, statutory processes (eg: planning), and availability of resources (eg: materials, labour, etc.)
