I propose to take Questions Nos. 587 to 592, inclusive, and 594 to 599, inclusive, together.

The Minister for Housing, Local Government and Heritage has no function in relation to the matters raised, as these are matters for Clare County Council. Under Section 149 of the Local Government Act 2001, the Chief Executive of a local authority is responsible for the executive functions of the local authority, and for that purpose to manage and control generally, the administration and business of the authority, subject to law. Local authorities have broad “general competence” to take action in relation to local matters with little direct involvement of central government.

The provision of detailed information on income and expenditure is a matter for each individual local authority. Local authority income and expenditure is reported in the Statement of Comprehensive Income (Income & Expenditure) of their Annual Financial Statements (AFS). However, it is not outlined in the detail as requested. Therefore, this information is not available in my Department but it may be available from Clare County Council.
