I propose to take Questions Nos. 1740 and 1741 together.
Following my Department's decision not to proceed with the contract award for Social Housing Bundle 3 due to high costs, work is ongoing with the NDFA, Dublin City, Sligo, Wicklow and Kildare County Councils to develop the six sites which formed Bundle 3. I have provided funding approval for these sites through the Social Housing Investment Programme (SHIP).
In light of the costs on Bundle 3, my Department initiated, with the assistance of the NDFA, a review of Bundles 4 -7 to determine the most appropriate procurement and delivery strategy in order to ensure the most efficient and effective use of the available public resources.
I have recently received a report from this review which includes options and recommendations on the best way forward with the most appropriate procurement and delivery strategies to be utilised to ensure the homes proposed are delivered quickly and efficiently.
The review confirmed that the traditional PPP structure would yield similarly high costs as identified for Bundle 3. To ensure the expeditious delivery of homes on the 28 sites impacted, I have approved a recommendation to deliver the 2,981 homes associated with the 28 sites by way of Local Authority direct delivery.
My Department intends to publish this review, along with the Public Sector Benchmarking (PSB) for bundles 1 & 2 in the near future.
My Department has recently written to the Directors of Services for Housing at the local authorities involved in Bundles 4-7, notifying of the review outcome and instructing that the sites involved to be advanced through their direct build programmes and that funding applications should be prepared and submitted to the Department in line with the new Single Approval Process. Funding for these projects will be way of the Social Housing Investment Programme (SHIP).
