Deputy Roderic O'Gorman asked the Minister for Climate, Energy and the Environment if it is intended to provide a legal framework for the installation by homeowners of "over the footpath" EV charging arms as part of the Private Wires Bill 2026; and if he will make a statement on the matter. The Climate Action Plan target is for 30% of all private cars to be electric vehicles by 2030. The General Scheme for private wires was approved in December 2025, with one of the goals of the legislation to facilitate onstreet EV charging.

Zero Emissions Vehicle Ireland and the Department of Transport is working with my Department and local government to develop a solution to enable people without access to offstreet parking to use a home charging solution for onstreet parking. I expect this to be finalised later this year.

My Department is currently in the process of drafting the Private Wires Bill. Developing private wires legislation is a priority to this Government and was a commitment in the Programme for Government. Engagement with key stakeholders is ongoing to support the timely development of the Bill and supporting Implementation Plan.
