103. Deputy Noel McCarthy asked the Minister for Climate, Energy and the Environment to provide an update on the drafting of the Private Wires Bill 2025; when he expects it to be enacted; the engagement his Department has had to date with ESBN, the CRU and ZEVI on the installation of EV charge points for electric vehicle users without driveways; and if he will make a statement on the matter. The Climate Action Plan target is for 30% of all private cars to be electric vehicles by 2030. The General Scheme for private wires was approved in December 2025, with one of the goals of the legislation to facilitate onstreet EV charging.

Zero Emissions Vehicle Ireland, the Department of Transport is working with my Department and local government to develop a solution to enable people without access to offstreet parking to use a home charging solution for onstreet parking. I expect this to be finalised later this year.

My Department is currently in the process of drafting the Private Wires Bill. Developing private wires legislation is a priority to this Government and was a commitment in the Programme for Government. Engagement with key stakeholders such as the Office of the Parliamentary Counsel, Department of Housing, Local Government and Heritage, ZEVI, ESB Networks and the CRU is ongoing to support the timely development of the Bill and supporting Implementation Plan.

The Private Wires General Scheme underwent Pre Legislative Scrutiny in February 2026, with a report from the Joint Committee on Climate, Energy and the Environment expected this month.
