38. Deputy Michael Cahill asked the Minister for Public Expenditure, Infrastructure, Public Service Reform and Digitalisation his plans to ensure that a greater number of public/civil servants can work outside Dublin; and if he will make a statement on the matter. [27670/26]

The Civil Service Mobility Scheme, introduced in 2018, is the primary mechanism for facilitating the permanent lateral movement of staff members across Civil Service organisations and geographical locations in Ireland. Mobility opportunities are available for all general service staff grades (Clerical Officer, Executive Officer, Higher Executive Officer, Administrative Officer, Assistant Principal Officer, Principal Officer) and the Scheme supports skills development, career progression and increased workforce flexibility to strengthen and sustain Civil Service capacity nationwide.

The Civil Service Secondment Scheme

The Civil Service Secondment Scheme operates alongside the Mobility Scheme. A secondment is a temporary arrangement which facilitates the release and movement of staff for a specified period of time without affecting their employment status. Secondments provide staff members with opportunities to broaden their skills and continue their professional and personal development, while retaining the right to return to their substantive or equivalent position. The secondment scheme allows civil servants to avail of secondment placements in posts located nationwide, including outside the Dublin area.
