As Minister for Transport, I have responsibility for policy and overall funding in relation to Active Travel. Funding is administered through the National Transport Authority (NTA), who, in partnership with local authorities, have responsibility for the selection and development of specific projects in each local authority area. In addition, the NTA has published the Cycle Design Manual, an update of the previous National Cycle Manual, to guide local authorities in the design of Active Travel infrastructure around the country.

The updated Cycle Design Manual was published in 2023, following substantial engagement with the Department of Transport and other relevant stakeholders. The CDM draws on the experience of delivering cycling infrastructure across Ireland over the last decade, as well as learning from international best practice, and has been guided by the need to deliver safe cycle facilities for people of all ages and abilities.

The Department of Transport chairs the National Guidelines, Standards and Oversight Group, which provides a coordination role for infrastructure guidelines and standards between the NTA, Transport Infrastructure Ireland (TII) and the Department to ensure consistency and minimise overlap. The Design Manual for Urban Roads and Streets (DMURS) also provides guidance on some urban layouts and is updated periodically.

Noting the role of the NTA in the matter, I have referred your question to that agency for a more detailed answer. If you do not receive a reply within 10 working days, please contact my private office.

A referred reply was forwarded to the Deputy under Standing Orders.
