As Minister of State for International & Road Transport, Logistics, Rail & Ports, I wish to advise that It is not currently within my remit to decide to ring-fence this revenue for road safety measures.

All revenue from fines collected by An Garda Síochána is returned to the Exchequer. Any changes to facilitate such a measure would require primary legislation, and neither I nor my Department has any plans at present to introduce such legislation.
