189. Deputy Naoise Ó Muirí asked the Minister for Housing, Local Government and Heritage the number of affordable homes delivered by the LDA since June 2025; the efforts being made to enhance the delivery of affordable housing and rebalance the tenancy mix for LDA developments; and if he will make a statement on the matter. Delivering Homes, Building Communities is a wide-ranging action plan focused on activating housing supply and targeting homelessness.

The Plan provides for an expanded remit for the Land Development Agency (LDA), which will enable the agency to support the acceleration of supply of new starter homes, providing thousands of individuals and families with increased access to secure and affordable housing solutions nationwide.

Along with the LDA’s role in managing the State’s own lands to develop new homes and regenerate under-utilised sites, the LDA is also tasked in the short-term with unlocking stalled private planning-consented developments through its market engagement and homebuilder partnership initiative - Project Tosaigh. In addition, the LDA also works in partnership with Local Authorities to develop large-scale mixed tenure schemes of affordable and social housing on local authority-owned sites.

Through these various delivery channels, the LDA has delivered almost 3,000 homes to date, is currently working on a pipeline of a further 25,000 homes, including 17,000 homes out to 2030, and is progressing over 40 sites with a series of projects at every stage from design through to construction.

With regards to the rebalance of tenancy mix, the tenure mix of a particular area will be informed by the Local Authority in that area through the Housing Delivery Action Plan (HDAP) process. The preparation of plans will be undertaken by local authorities, in collaboration with the Land Development Agency and Approved Housing Bodies.

Finally, my Department publishes comprehensive programme level statistics on a quarterly basis on social and affordable housing delivery activity by local authorities, Approved Housing Bodies (AHBs) and the Land Development Agency.
