I propose to take Questions Nos. 421 and 422 together.

As Contracting Authority, the Office of Public Works specifies all technical detail in relation to custodial window assemblies for installation in Garda Stations. These works requirements form part of the tendering and subsequent contract award process, with the successful contractor being responsible for ensuring that the works are completed, as specified.

The custodial window assemblies used in Garda station capital projects delivered by the Office of Public Works meet the requirement for impact performance in accordance with the standard ‘EN14019’, and specific anti-ligature performance, ventilation safety and fire performance standards.

Once works are complete, all relevant technical information is included in the project Safety File. The Safety File is a record of information for the end user, which focuses on safety and health.

An Garda Síochána has not raised any operational, safety, ligature-risk, containment or fire-performance concerns with the Office of Public Works regarding custodial window assemblies installed within Garda detention facilities since 2010.
