651. Deputy Pádraig O'Sullivan asked the Minister for Culture, Communications and Sport the steps being taken to reform or replace the current television licence system given the increasing number of households consuming public service media content online without holding a licence; and if he will make a statement on the matter. In its July 2024 decision on the funding of RTÉ and wider public service media and content, the Government agreed to retain the TV licence system, underpinned by new measures designed to improve collection and compliance in order to maximise revenue generation.

To this end, the interdepartmental Technical Working Group (TWG) on the Reform and Enhancement of the Television Licence was reconvened by Government in order to examine potential administrative, technical and legislative measures. I expect the Group to submit their report to me shortly. Upon receipt of the report I will consider their findings and decide on the next steps together with my Government colleagues.
