The Domestic, Sexual and Gender Based Violence (DSGBV): An Audit of Structures, was published in 2021 and examined how responsibility for DSGBV was fragmented across Government Departments and agencies. It focused on exploring fragmentation within and across existing structures and was not intended to quantify overall State expenditure on DSGBV.

Its findings informed the development of improved Governance structures and the subsequent Zero Tolerance Strategy on DSGBV. A core output of the strategy was the establishment of Cuan as the dedicated agency to coordinate and drive implementation of the strategy on a whole of Government basis, including through coordinating the administration of funding for DSGVB organisations nationwide, working both in service provision and prevention.
