1053. Deputy Albert Dolan asked the Minister for Rural and Community Development and the Gaeltacht whether an invoice can be paid by his Department without an associated purchase order having first been raised; if so, the circumstances in which this may occur; the number and value of payments made during quarter one of 2026 which were not associated with a purchase order; and if he will make a statement on the matter. Since September 2025, all payments made by my Department are processed using the Financial Shared Service System provided by the National Shared Service Office.

Invoices processed through the Financial Shared Service require a corresponding Purchase Requisition and Purchase Order in order to be paid. There were no invoice payments made during the first quarter of 2026 which were not associated with a purchase order.
