Deputy Louise O'Reilly asked the Minister for Transport if his attention has been drawn to reports that Transport for Ireland is allowing public bus services to decline while increasing reliance on private operators; if his attention has been drawn to that across the country, many Local Link services are now operated by private companies; if he understands the resulting concerns of these drivers about the long-term direction of public transport policy; if he will provide a full list; broken down by county of local link services; whether they are or are not provided by private companies, in tabular form; and if he will make a statement on the matter. As Minister of State at the Department of Transport with special responsibility for Rural Transport, I have responsibility for policy and overall funding in relation to rural public transport service provision; however, I am not involved in the day-to-day operations.

Ireland’s public transport system is, however, at a pivotal point. Growing passenger demand, worsening urban congestion, and increasing reliance on public transport for commuting and essential travel highlight the need for reliable and sustainable services.  At the same time, the public transport sector is currently experiencing a significant workforce shortage, particularly among drivers, mechanics, and craftworkers.    

This challenge is already affecting service performance across the network. Bus operators are actively engaging with the NTA to identify and implement solutions to address these resource constraints. In this context, maintaining and strengthening the existing network is essential to safeguard the delivery of high-demand services to ensure they can operate effectively, while supporting longer-term reforms to enhance capacity, accessibility, and efficiency across the system.     

The PSO funding allows the NTA to operate the Network on a sustainable basis and to prioritise any necessary changes in line with operational capacity and passenger needs.

The focus for 2026 is on stabilising the PSO position, ensuring services already in place can operate reliably and sustainably, and progressing improvements that are already in train. We are therefore focused on consolidating and strengthening the current network, while progressing improvements already underway, including Phase 7 BusConnects route adjustments and the new Mullingar town service. Within its allocated resources, the NTA will continue to prioritise operational improvements, where possible within its €940 million current allocation. Decisions on service changes or enhancements are a matter for the NTA, taking account of available funding, operational readiness, and driver availability.    

Given ongoing challenges, and in line with the Programme for Government commitment to enhance and support the delivery of a skilled workforce to maintain and operate public transport vehicles, the Department of Transport has established a Public Transport Workforce Taskforce to identify options to assist with resolving these issues. The Department chairs the taskforce, which includes representatives from the school transport section in the Department of Education, relevant transport operators and agencies, and training bodies. The aim of the taskforce is to work collaboratively to identify contributing factors to the recruitment issues and put forward recommendations and measures to create a pipeline of workers to address these issues. The Department aims to produce an action plan later this year.   

The National Transport Authority (NTA) has statutory responsibility for securing and monitoring the provision of public passenger transport services nationally, including the Connecting Ireland Rural Mobility Plan and TFI Local Link services. As Minister for Transport, I have responsibility for overall policy and exchequer funding in relation to Greenways. There has a significant amount of investment for Greenway schemes in County Kerry with €9,950,000 allocated in 2026.

In line with Section 32 (2) of the Roads Act 1993, the planning, design, and construction of individual Greenways is a matter for Transport Infrastructure Ireland (TII), in conjunction with the local authorities concerned.

Under the Roads Acts 1993-2015 and in line with the National Development Plan (NDP), the operation and management of individual national roads is a matter for Transport Infrastructure Ireland (TII), in conjunction with the local authorities concerned. This is also subject to the Infrastructure Guidelines and the necessary statutory approvals. In this context, TII is best placed to advise you in relation to the N70 Ring of Kerry road.

As the Deputy will be aware the Road Safety Authority is an independent statutory agency. While the RSA is under the remit of my Department neither I or my officials have any role in the day to day operations of the agency including in relation to updating internal IT systems. In that regard, I have referred the Deputy's question to the RSA for direct response. Please contact my office if a reply is not received within ten days.

However, I am informed that the RSA continues to prepare for the new regulations in relation to multiple learner permit holders which will come into effect on 1 November 2026 and that the RSA is on track to deliver the required changes to all relevant systems.

The General Scheme of the National Vehicle and Driver File Bill 2026 is currently with the Office of the Parliamentary Counsel for drafting.

The Bill is a priority for publication in the current legislative term. While drafting has taken longer than anticipated, it is expected that the Bill will be published shortly, with progression through the Oireachtas taking place in the Autumn session.

Further to Parliamentary Question No. 294 of 5 March 2026 in relation to the inclusion of driving licence photographs and signatures in the NVDF data shared with An Garda Síochána, I can confirm that my Department has sought, and is currently awaiting, legal advice in the matter. The Department will be guided by that advice in determining the position on the sharing of the data requested.

I wish to advise the Deputy that the Department’s financial system incorporates strong controls, including mandatory linkage of purchase orders to contracts and controls preventing expenditure in excess of approved contract values without appropriate authorisation. The system requires a contract to be in place before users can raise a requisition.

I wish to advise the Deputy that a purchase order (PO) is normally used as a pre-approval control for procurement spend (goods/services). However, not all payments made by the Department are procurement-related, and as such, a PO is not always required or appropriate. Examples include, but not limited to

1. Non-procurement payments; examples of which include

• Grants / funding payments to a community body or agency under a scheme

• Compensation / legal settlements

2. Statutory or mandatory payments

3. Utility / recurring service payments (in some cases)

As Minister of State for International & Road Transport, Logistics, Rail & Ports, I wish to advise that my Department has been tasked with developing the Vehicle Adaptation Scheme (VAS).

The purpose of the new Scheme is to improve functional mobility by assisting with the cost of vehicle adaptations. At present, the scheme is at an advanced design and policy development stage and it is hoped that it will be open to applicants in 2027.

My Department has had some initial engagement with disability stakeholders, through the National Human Rights Strategy for Disabled People 2025-2030 working group. However, in the coming months the Department intends to conduct extensive consultation with stakeholders, including NSAI-approved conversion companies, to develop the principles and parameters of the new scheme. In addition, a public consultation will be launched on the development and administration of the new scheme.

It is important to note that the Vehicle Adaptation Scheme is a standalone scheme and not intended to replace the Disabled Drivers and Passengers Scheme. Responsibility for the future of the Disabled Drivers and Passengers Scheme remains a function of the Department of Finance.

The current system of bilingual road signs in Ireland is long established, has been developed over many years, and is considered to be safe and fit for purpose.

The Electric Small Public Service Vehicle Scheme (eSPSV) supports the uptake of electric vehicles in the SPSVs sector (taxis, hackneys, and limousines). The scheme is funded by the Department of Transport and administered by the National Transport Authority of Ireland (NTA).

The 2026 Scheme has been allocated funding of €7 million. Due to the record number of applications, the eSPSV26 Grant Scheme is fully subscribed.

The NTA has paused the scheme. Eligible applications received will be reviewed and processed. Following the assessment of the initial applications, a decision will be made later in the year on whether the scheme will reopen.

It is expected all funding allocations will be utilised in 2026.

The regulation of the small public service vehicle (SPSV) industry, including vehicle age limits for SPSVs, is a matter for the independent transport regulator, the National Transport Authority (NTA), under the provisions of the Consolidated Taxi Regulation Acts 2013 and 2016. I have no role in the day-to-day operations of the SPSV sector.

Programme for Government (PfG) 2025 contained a commitment to 'extend the ten-year vehicle limit for taxis registered in 2015, offering another year of service.' To address this PfG commitment, the NTA made a new Regulation which permitted an extension to the final operation date of taxis in the fleet that were first registered in 2015, and due to reach their final operation date between 1st January 2025 and 31st December 2025. For those operators with licensed vehicles that met this description, licences could be renewed from April 1st 2025 until the new final operation date occurring during 2026.

In 2026, €718 million was allocated, under the Regional and Local Roads Grant Programme, for improvement and maintenance work. Funding under this grant programme is to supplement the own resources of eligible local authorities.

Kerry County Council was allocated €31,367,325, with €28,917,325 for the protection and renewal of regional and local roads. This is an increase from the initial 2025 allocation of €28,030,450 for protection and renewal grants.

Funding under this grant programme is allocated on as fair and equitable a basis as possible to eligible local authorities. In the main protection and renewal grant categories, that basis is the length of the regional and local roads network within a local authority's area of responsibility.

As Minister for Transport, I have responsibility for overall policy and exchequer funding in relation to the National Roads Programme. Under the Roads Acts 1993-2015 and in line with the National Development Plan (NDP), the planning, design and construction of individual national roads is a matter for Transport Infrastructure Ireland (TII), in conjunction with the local authorities concerned. This is also subject to the Infrastructure Guidelines and the necessary statutory approvals.

The Programme for Government 2025 committed to increase funding for new roads as part of the NDP review and the maintenance of existing roads, and to increase funding for the protection and renewal of the road network to address maintenance backlogs. In particular, the overall allocation from TII to Kerry County Council for the national roads in 2026 was €33.69 million. This was an increase of €19.45 million over 2025.
