View answerThe Mortgage to Rent (MTR) scheme is targeted at households in mortgage arrears who have had their mortgage position deemed unsustainable by their lender under the Mortgage Arrears Resolution Process (MARP). In order for a borrower to qualify for the MTR scheme, they must meet all the eligibility criteria for the scheme.
In addition to a borrower meeting the eligibility criteria of the scheme, there are other stakeholders who must agree to participate in the process before an MTR application can proceed. An Approved Housing Body or a Private MTR provider must be willing to acquire the property from the Lender at an agreed price and the relevant local authority must be satisfied that the property is suitable for social housing.
My Department cannot compel an Approved Housing Body (AHB) or a private MTR provider to purchase any property which is offered to them by a lender under the MTR scheme, nor can the Department compel a local authority to accept a property into social housing.
My focus, and that of the Government, is to ensure that as many households as possible remain in their homes and if the MTR scheme is not an option in a particular case, I would encourage the borrower to discuss with their lender if there are other options available to resolve their mortgage arrears situation through MARP.
