My Department’s Social Inclusion and Community Activation Programme (SICAP), is our country’s primary social inclusion intervention. This is a national programme that is delivered in both rural and urban areas by Local Development Companies to help those in the greatest need. SICAP aims to address high and persistent levels of deprivation through targeted and innovative, locally-led approaches.

Additional SICAP funding was allocated in 2022 in response to the arrival of Ukrainians to communities across Ireland and this was later extended to provide supports to International Protection Applicants.

In 2022, this additional allocation totalled €5m, with a further €10m in 2023, €11m in 2024, €10m in 2025 and €10m in 2026. The specific separation of FTEs for the purposes of reporting between SICAP core funding and New Arrivals funding was only possible following changes to the data collection systems. This was fully operational from 2024 onwards.

The information requested by the Deputy from 2024 onwards is set out in the attached table.
