Under Delivering Homes, Building Communities, the Government's priority is accelerating starter home delivery through the optimum use of public land, increased capital investment, and continued collaboration between the housing delivery partners, including the local authorities, the Land Development Agency (LDA) and the Approved Housing Bodies (AHBs). This collaboration between the delivery partners is particularly strong in key urban areas, where the need is most acute.
Within the Dublin West area, examples of starter home delivery include the LDA and Fingal County Council delivering 370 new starter homes at Churchfields in Mulhuddart. Over 300 of these homes have now been delivered, with the remaining homes expected to be delivered by the end of 2026.
The LDA and a number of Approved Housing Bodies are also delivering cost rental homes in Rathborne, Ashtown (399 homes), which will be delivered in phases from 2026 - 2028.
In addition, the Department has recently approved funding for the delivery of over 100 cost rental units at Hansfield.
Adjacent to the constituency, the LDA, in partnership with Dublin City Council, are progressing plans for the development of Cherry Orchard Point in Dublin 10 which will be delivered in phases. Phase 1 will deliver 708 new homes — 547 cost rental and 161 social homes.
Under the Governments new housing plan, all local authorities, including Fingal County Council and Dublin City Council, will shortly be mandated to prepare Housing Delivery Action Plans (HDAPs) to clearly identify local affordable housing need and outline how this need can be met. These HDAPs will be completed within 2026.
My Department continues to engage closely with Fingal County Council, Dublin City Council, the LDA and the AHBs to ensure that delivery in Dublin West, and adjacent areas, both continues and is aligned with identified need.
