56. Deputy Matt Carthy asked the Minister for Justice, Home Affairs and Migration the discussions he has had at EU level regarding the possible extension, including on a restricted or modified basis, of the Temporary Protection Directive beyond March 2027; and if he will make a statement on the matter. Discussions to extend the EU Temporary Protection Directive are led by the Council of the European Union, following consideration of the situation in Ukraine and discussions between Member States and the European Commission. These discussions have intensified in recent weeks. On 26/06/2026 the Commission published a proposal to extend Temporary Protection until 04/03/2028. The proposal is currently under consideration by Member States and discussions have commenced under the current Presidency of the Council of the European Union.

As these negotiations are ongoing, and as a final position has not yet been agreed by Member States, it is not possible to pre-empt the outcome. It can however be confirmed that there is broad recognition among Member States of the need to continue providing protection to people displaced by the war in Ukraine, while also advancing practical measures to support a coordinated transition from Temporary Protection over time.

The Commission proposal also contains provisions relating to future arrivals from Ukraine and the circumstances under which Temporary Protection may apply. These elements are currently the subject of detailed consideration by Member States and legal analysis is ongoing.

Ireland’s approach continues to be guided by the principle of alignment with a coordinated EU response. A harmonised approach is important to ensure consistency in the treatment of beneficiaries of temporary protection across the European Union.

At national level, my Department is continuing to implement the Government decision of 26 May 2026 and to advance measures in line with the EU Council Recommendation on a coordinated approach to the transition from Temporary Protection. These measures include planning for alternative legal pathways, voluntary return arrangements, enhanced information provision and transition supports for beneficiaries of temporary protection.

Ireland remains committed to supporting the people of Ukraine and to ensuring that any future arrangements are implemented in an orderly, fair and sustainable manner.
