There are a number of significant proposals for capital investment in Beaumont. All are progressing through the requisite design and planning stages.

As a live hospital campus there is an added complexity in terms of planning, sequencing and enabling each of these projects. All of these proposals are being managed through the HSE capital development process in line with the Infrastructure Guidelines from the Department of Public Expenditure, Infrastructure, Public Service Reform and Digitalisation.

The proposed new Emergency Department at Beaumont Hospital received a final grant of planning in May 2025. The project is progressing through the detailed design stage at present. That detailed design will inform a tender and market engagement strategy for construction works that will ultimately determine construction timelines.

To address the interim need to increase ED capacity, a proposal is being advanced by the hospital to increase front-end capacity of the existing ED, reconfigure it to improve patient flow and ultimately improve patient safety, dignity, and infection prevention.

A planning application was lodged in April 2026 for this 2-storey extension and refurbishment of the existing ED. A final grant of planning was approved by Dublin City Council on 1 July 2026.

As per the response provided for PQs 719 and 745, productivity and efficiency are assessed through a range of service, operational, and clinical output measures. The Management Data Report (MDR) and the National Performance Report (NPR) provide performance against targets as set out in the HSE National Service Plan. As the dataset is updated monthly, this is the most comprehensive and up-to-date source.

The Management data Reports (https://about.hse.ie/publications/?query=management+data+report) include acute hospital productivity KPIs (including average length of stay, surgical admission rates, weekend discharge rates and readmission rates); throughput and flow metrics (including delayed transfers of care, emergency department waiting levels and discharge performance); and service access and delivery indicators (including waiting lists, waiting times and delivery against Sláintecare access targets).

The National Performance Reports (https://about.hse.ie/publications/?query=national+performance+report) contain a subset of priority KPIs and also reflect trends over previous years and performance cycles. The NPRs include several of the KPIs mentioned above, including average length of stay, weekend discharges, delayed transfers of care, surgical and medical readmissions, and waiting times and waiting lists. The quarterly NPR, which captures additional reporting against Corporate and NSP actions, also includes KPIs on digitalisation and data, and Public Only Consultants Contract work schedule compliance.

The Productivity and Savings Taskforce (https://app.powerbi.com/view?r=eyJrIjoiNTFmZjkyOWEtYWQyOS00ZTUzLWIzNjctM2M2MGVhNzIzZDgxIiwidCI6ImYwNTQ1MjZhLTZiY2MtNGE3OC05OTg0LWZhYTNmZjQ1NTViMCIsImMiOjl9) contains additional KPIs on productivity and efficiency. The dashboard is currently being updated for 2025/2026 data but KPIs include outpatient activity and consultant and outpatient appointment-per-consultant, as well composite activity indicators which capture a cost-weighted view of activity.

Please note that data for activity by whole-time equivalent in the community and mental health space, and for the 2025 and 2026 outpatient acutes report, is undergoing further analysis before publication.

Continuous glucose monitoring (CGM) systems provide an alternative approach to self-monitoring of blood glucose (using blood glucose test strips with an associated blood glucose meter). These CGM systems comprise of sensors, transmitters and a mechanism to display the results (readers/receivers or smart device application).

Under the Health Act, 2007, the Health Information and Quality Authority (HIQA) has a statutory remit to evaluate the clinical and cost effectiveness of health technologies and provide advice to the Minister for Health. HIQA conducts Health Technology Assessments (HTA) for programmes and services at the specific request of the HSE/DOH, which may include medical devices.

The HSE has advised that the HIQA Rapid HTA of Continuous Glucose Monitoring in Adults with Type 1 Diabetes Mellitus was published on 29th September 2023.

The HTA recommended the establishment of a single managed access programme for all CGM systems for all individuals with type 1 diabetes mellitus regardless of age, noting that such a system would need clearly defined criteria for access. Following on from the recommendations in this HTA, the HSE-MMP, in conjunction with the HSE-PCRS, and with the support of the HSE Chief Clinical Officer, introduced an online reimbursement application system for all CGM sensors on 1st December 2023.

Reimbursement support for CGM sensors at this point in time is based on the HIQA HTA and is for patients with type 1 diabetes mellitus regardless of age, who have required insulin from the outset.

To date, a HTA of CGM sensors for people with type 2 diabetes mellitus or other types of diabetes has not been undertaken in Ireland. Therefore, there is limited information to support the extension of reimbursement to these patient groups, including cost-effectiveness assessment and budget impact of same.

The HSE has identified preferred CGM products based on cost-effectiveness to manage this expenditure. A second review of CGMs is taking place which will include an update of the preferred CGM sensors evaluation.

On the 21st of May, The Diabetes Policy and Services Review: A Strategy for Better Care was launched by the Minister for Health.

This is Ireland’s first national strategy for diabetes. It sets out recommendations for action in relation to type 1 diabetes, type 2 diabetes, diabetes in pregnancy and paediatric diabetes. The strategy marks a major milestone in diabetes care in Ireland, representing the development of a unified approach to the delivery of diabetes care.
