31. Deputy Ged Nash asked the Minister for Public Expenditure, Infrastructure, Public Service Reform and Digitalisation his plans to update public procurement rules to promote collective bargaining; and if he will make a statement on the matter. [51537/26]

The EU Procurement Directives, implemented in Ireland through the Procurement Regulations, require all tenderers to comply with applicable environmental, social and labour law, including obligations arising from collective agreements and international conventions such as ILO Convention 98 on the right to organise and collective bargaining. The Commission is currently developing legislative proposals to replace the 2014 Procurement Directives, with a draft expected to be published in September. The implications of any revised EU framework will be examined as part of future procurement policy development.
